The Shaykh : Difference. And the types of difference are many: verbal difference, semantic difference. The default is that it is for semantic difference, but it can be for verbal difference, and it can be for descriptive difference.
(1) Exalt the name of your Lord, the Most High, (2) Who created and proportioned (3) And who destined and [then] guided (4) And who brings out the pasture سبح اسم ربك الأعلى الذي خلق فسوى والذي قدر فهدى والذي أخرج المرعى
[Al-A'la 87:1-4]

So the command is the command of Allah the Mighty and Majestic, and it is either cosmic or legislative. What brings about existence is a cosmic command, and what brings about the Shari'ah is a legislative command. So His saying, the Exalted:
Establish prayer and give zakah. أقيموا الصلاة وآتوا الزكاة
This is legislative. And His saying, Glorified and Exalted is He, to the earth and the heavens:
Come [into being], willingly or by compulsion. ائتيا طوعاً أو كرهاً
[Fussilat 41:11]

Because if we say that it is created, it negates that it is a command or a prohibition. Because if you say it is created, it is as if it is a thing created in a specific form that does not contain a command. For example, "Establish." If we say it is created, it becomes like the creation of the sun or the creation of the moon. Meaning, letters were created in this form and do not indicate the meaning of a command, because creation means bringing into existence. So Allah brought into existence speech in this form, but it does not contain a command and does not contain a prohibition. For this reason, the scholars said: The claim that the Qur'an is created means the invalidation of the command and prohibition of Allah. And this is correct. The Qur'an, or the revealed speech, contains the command, the prohibition, the report, the inquiry, the stories, and so on. This is the difference. Yes.
