Q: If there are taxi drivers who stay in the al-Sara, waiting for the official al-Sara for a period ranging between ten and fifteen days, and the owners of other cars come and steal the passengers secretly from the owners of the official al-Sara and from the head of the parking lot, is this lawful or forbidden for those who steal the passengers? We ask for clarification of the answer.
A : Travelers riding in taxis or being carried in them by way of al-Sara or otherwise is, in principle, among the permissible matters. However, if the one in authority or his deputy sees the need to organize the riding and carrying in taxis and the like in a way that ensures the benefit of the passengers and the car owners, he has the right to do so
to achieve justice, prevent dispute and enmity, and give every right-holder his right. It is obligatory for the car owners to carry out his order in this matter, in cooperation with him to achieve the benefit.
