However, in this age of confusion and deception, people come out and say, criticizing us: that the timing of rain can be known through the science of meteorology, and indeed, rain can be produced artificially.

Likewise, it has become possible to determine the sex of the child (male or female) according to the parents' request in the process of artificial insemination outside the mother's womb. They say: this does not contradict the verse and the hadith (in our belief, the contradiction is only in our understanding). But we await a scientific clarification from your Eminence that will help us and remove the ambiguity. As for the verse, it is verse 34 of Surat Luqman, and as for the hadith:
Keys of the unseen knowledge are five which nobody knows but Allah . . . nobody knows what will happen tomorrow; nobody knows what is in the womb; nobody knows what he will gain tomorrow; nobody knows at what place he will die; and nobody knows when it will rain.مفاتيح الغيب خمس لا يعلمها إلا الله: لا يعلم أحد ما يكون في غد ولا يعلم أحد ما يكون في الأرحام، ولا تدري نفس ماذا تكسب غدًا، وما تدري نفس بأي أرض تموت، وما يدري أحد متى يجيء المطر

A 26: First: The forecasts of meteorologists do not go beyond intuition and conjecture, and everyone knows that much of what they predict does not happen. They infer from what they see in the layers of the atmosphere, along with looking at terrestrial conditions, and predict that such and such will occur. It may happen, or it may not. This is not of the knowledge of the Unseen which Allah has reserved for Himself. Therefore, if a person sees something on the horizon and predicts from it the occurrence of something like winds or others, this is not considered knowledge of the Unseen; because he inferred from these phenomena which Allah has revealed to people the nearness
of the occurrence of things, like the signs of the beginning of ripening or spoiling in fruits and others. The meteorologists, as mentioned, are on this same level; they look at the observatories and predict. If their statement proves true, it is by the phenomena and signs that Allah has revealed to them. If their statement does not prove true, it is because those phenomena were not as they analyzed from their information. Second: What is called "artificial rain" has not been established, according to our knowledge, to be as described about it. Rather, the matter is exaggerated, and its affair, praise be to Allah, does not pose a problem. This is because Allah has revealed to them that rain occurs by the power of Allah through the interaction of things, so they proceed to do so. Some of the matter may occur, or it may not. If it occurs, it is in a narrow scope, and it is not like the rain that Allah the Exalted sends down from the clouds. Therefore, we know, as others know, that the countries that attempt to experiment with what is called "artificial rain" do not benefit from it. And if Allah the Exalted does not send down rain upon them from the sky, they live in drought and poverty. Third: Determining the sex of the fetus in the mother's womb by ultrasound waves: a similar question was previously submitted, and the Permanent Committee answered. The text of which is: (Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions. After that: It is established in authentic hadiths that the keys of the Unseen are five, and none knows them but Allah, and they are those mentioned in the verse
about which the question was asked. Among them is what al-Bukhari narrated from 'Abdullah ibn 'Umar (may Allah be pleased with them both), who said: The Messenger of Allah (peace and blessings be upon him) said:
The keys of the Unseen are five, and none knows them but Allah: INDEED, WITH ALLAH IS THE KNOWLEDGE OF THE HOUR, AND HE SENDS DOWN RAIN, AND HE KNOWS WHAT IS IN THE WOMBS, AND A SOUL DOES NOT KNOW WHAT IT WILL EARN TOMORROW, AND A SOUL DOES NOT KNOW ON WHICH LAND IT WILL DIE. The (Hour) is one of the five things of the unseen. No one knows them except Allah. Then (the Holy Prophet) recited (the folowing verse):" Verily Allah! with Him alone is the knowledge of the Hour and He it is Who sends down the rain and knows that which is in the wombsمفاتيح الغيب خمس، ثم قرأ: إِنَّ اللَّهَ عِنْدَهُ عِلْمُ السَّاعَةِ وَيُنَـزِّلُ الْغَيْثَ وَيَعْلَمُ مَا فِي الأَرْحَامِ

The meaning of the verse is that Allah the Exalted has reserved the knowledge of the Hour for Himself, so He does not clarify it for its time except He. So no angel near to Him and no messenger sent knows it for its appointed time. And Allah has informed them of its signs, but He alone knows when the rain will come down and in which place it will come down. The people of expertise may know this approximately and generally, with some conjecture mixed in, when the signs exist and the causes are present, and it may fail. And He, Exalted is He, has also exclusively reserved the knowledge of what is in the wombs in detail, regarding its creation
And not acquiring knowledge of its growth and survival until the completion of its term, or its falling before that, whether alive or dead, and its safety and any afflictions that may befall it, without acquiring knowledge of that from others or depending on causes. For the One who determines the causes and brings them into existence is All-Knowing, and reality does not deviate from Him or differ from Him, and He is Allah, Glorified and Exalted is He. A created being may be informed of some of the conditions of what is in the wombs, such as its being male or female, its safety, or its being afflicted by a calamity, or the nearness of birth, or the expectation of the fetus falling before completion. But that is by the facilitation of Allah through the means of that, such as disclosure by rays, not from itself and not without causes. And that is after Allah commands the angel to form the fetus, and it is not comprehensive of all the conditions of what is in the womb, but rather general in some of it, with the possibility of error sometimes. And a soul does not know what it will earn tomorrow in the matters of its religion and its worldly life. So this is also from what Allah has kept to Himself in detail. And people may expect a gain or a loss in a general way, which instills in them hope and boldness in striving, and fear and hesitation, based on signs and surrounding circumstances. So all of this is not called knowledge. Likewise, a soul does not know on which land it will die, on land or sea, in its country or another country. Only Allah knows the details of that, for He, Glorified and Exalted is He, has perfect knowledge and encompassing knowledge of all matters, their apparent and their hidden, their outer and their inner.

And the summary of the statement is: that the knowledge of Allah is from Himself, not acquired from others and not dependent on causes and experiences, and that He knows what was and what will be, and that there is no ambiguity in His knowledge and it does not deviate, and that it is general and comprehensive of all created things in detail, the great and the minute, unlike others, Glorified and Exalted is He. And Allah is the One sought for help. And based on what has preceded, it becomes clear that what is said about all these matters does not contradict the exclusive knowledge of Allah the Exalted of the unseen, and praise be to Allah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
