Q3: Is it permissible to implement the fixed Qur'anic punishments in the absence of the Muslim ruler?
A3: Only the Muslim ruler, or his deputy, may implement the fixed Qur'anic punishments, in order to maintain security, prevent transgression, and ensure safety from injustice. The sinner should seek forgiveness and repent to Allah, and do much good work. If he is sincere to Allah in his repentance, Allah will accept his repentance and forgive him by His grace and kindness. Allah the Exalted said:[Al-Furqan 25:68-70] And He said: [Taha 20:82] And the Prophet (peace and blessings be upon him) said: Riyad as-Salihin 710 , and he (peace and blessings be upon him) said: Sunan Ibn Majah 4250Da’if (Darussalam) . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

(68) And those who do not invoke with Allah another deity or kill the soul which Allah has forbidden [to be killed], except by right, and do not commit unlawful sexual intercourse. And whoever should do that will meet a penalty. (69) Multiplied for him is the punishment on the Day of Resurrection, and he will abide therein humiliated - (70) Except for those who repent, believe and do righteous work. For them Allah will replace their evil deeds with good. And ever is Allah Forgiving and Merciful.
وَالَّذِينَ لاَ يَدْعُونَ مَعَ اللَّهِ إِلَهًا آخَرَ وَلاَ يَقْتُلُونَ النَّفْسَ الَّتِي حَرَّمَ اللَّهُ إِلا بِالْحَقِّ وَلاَ يَزْنُونَ وَمَنْ يَفْعَلْ ذَلِكَ يَلْقَ أَثَامًا (68) يُضَاعَفْ لَهُ الْعَذَابُ يَوْمَ الْقِيَامَةِ وَيَخْلُدْ فِيهِ مُهَانًا (69) إِلا مَنْ تَابَ وَآمَنَ وَعَمِلَ عَمَلا صَالِحًا فَأُولَئِكَ يُبَدِّلُ اللَّهُ سَيِّئَاتِهِمْ حَسَنَاتٍ وَكَانَ اللَّهُ غَفُورًا رَحِيمًاBut indeed, I am the Perpetual Forgiver of whoever repents and believes and does righteousness and then continues in guidance.
وَإِنِّي لَغَفَّارٌ لِمَنْ تَابَ وَآمَنَ وَعَمِلَ صَالِحًا ثُمَّ اهْتَدَى(embracing) Islam wipes out all that has gone before it (previous misdeeds). Verily, emigration wipes out all the previous sins
الإسلام يهدم ما كان قبله، والتوبة تهدم ما كان قبلهاThe one who repents from sin is like one who did not sin.
التائب من الذنب كمن لا ذنب له
