Q4: The country of Ghana is a Christian state, and there is a Muslim in it, and the state's ruling is not Islam. A Muslim committed zina (unlawful sexual intercourse), so he is in a state of one of the hudud (fixed Qur'anic punishments) of Allah. This adulterer asked the Muslims to judge him according to the ruling of Allah's Shari'ah (Islamic sacred law), but the government of his country prevented anyone from judging anyone by other than the Christian Shari'ah. What is the ruling on this person? Is he innocent before Allah or not? Even though he exposed himself before the judgment of Allah, he ruined his status.
A 4: Whoever commits zina (unlawful sexual intercourse) must repent to Allah with sincere repentance, and he should cover himself with the cover of Allah (Mighty and Majestic) and not demand
that the hudud (fixed Qur'anic punishments) be applied to him. Only the Muslim ruler, or one who acts in the place of the ruler, may apply the hudud (fixed Qur'anic punishments), and it is not permissible for individual Muslims to apply the hudud (fixed Qur'anic punishments) because of the chaos and fitnah (trial, discord or temptation) that would result from it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
