Q 4: What is the ruling in Islam regarding a Muslim who drinks intoxicants and does not accept advice, justifying it by saying: "I am the only one whom Allah will hold accountable" and does not allow anyone to interfere in his affairs? Is it permissible for Muslims to deal with him or not?
A 4: It is obligatory for any Muslim who knows the truth to convey it to the extent of his ability, and to enjoin good and forbid evil according to his capacity. If
he accepts his advice, praise be to Allah; otherwise, the matter of the one who commits evil or neglects obligations should be referred to the general or specific authority, so that they may take action against the wrongdoer until he is deterred and evil does not spread. The claim of the one who drinks intoxicants and persists in it that no one but Allah will hold him accountable for drinking it is not valid if he drinks it openly. Indeed, anyone who sees him drinking it is obligated to forbid him according to his ability. If he does not fulfill the obligation incumbent upon him regarding the one who commits evil, he will be punished for his negligence in the duty of conveying the message and forbidding evil. Therefore, a person drinking intoxicants openly is not a crime that is limited to the drinker alone; rather, its harm returns to society in this world, and its danger on the Day of Resurrection falls upon the drinker and the one who is negligent in forbidding him and taking action against him. It is incumbent upon any Muslim who knows the state of the criminal to boycott him in transactions, and not to mix with him except to the extent of advising him and what is necessitated by necessity. He should strive as much as he can to convey this to the authorities so that they may establish the hadd punishment upon him as a deterrent for him and others, to cut off the root of evil and corruption, and to purify the society from that plague. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
