When does a divorced woman begin her waiting period? Is it when she receives the divorce papers or when she is separated from her husband?

Machine translationRead the Arabic original
The fourth question of Fatwa No. ( 6360 )
Q4: A man had a misunderstanding with his wife, then he took her and went with her to her father's house, and she stayed with her father for six months without them ever meeting. After that period passed, people of good character intervened to reconcile them, but her husband had no desire to bring her back to the marital home. He met her once at her father's house while she was covered, then he returned to his city. A week later, he sent her the divorce papers. Is it permissible for her waiting period to begin from the date she received the divorce papers, or is the period she spent with her father considered as the waiting period? Please inform us.
A4: If the situation is as described, the waiting period of the woman mentioned begins from the date her husband divorced her, not from the date of separation mentioned in the question, nor from the date she received the divorce papers if the delivery was delayed beyond
the date of the divorce. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
