Q A very bad custom has spread among some of the Bedouin, which is that they are greatly ignorant of the rulings regarding greeting, to the extent that most of them kiss their paternal uncle's wife and their maternal uncle's wife on the basis that they are mahram, and this matter has become permissible in their view. The question is: Are the wife of one's paternal uncle and the wife of one's maternal uncle considered mahram whom it is permissible to kiss and be in seclusion with? And what is your guidance regarding what many people do in being in seclusion with their brother's wife? We ask your Eminence to issue a fatwa on this matter to be distributed to them.
First, the uncle's wife and the maternal uncle's wife are not mahram (forbidden relatives) to the brother's son and daughter, so it is not permissible to be alone with them or to shake their hands, let alone kiss them, and it is obligatory for them to observe hijab in front of them, and if they greet them with words without shaking hands, provided there is no fear of fitnah (trial or temptation), there is no harm. Second: the brother's wife is not a mahram to her husband's brother, so it is obligatory for the wife to observe hijab in front of him, and it is not permissible for him to be alone with her, such as entering her house without a mahram, and the Prophet (peace and blessings be upon him) said:
Beware of getting, into the houses and meeting women (in seclusion). A person from the Ansar said: Allah's Messenger, what about husband's brother, whereupon he (ﷺ) said: Husband's brother is like death.إياكم والدخول على النساء، فقال رجل: أفرأيت الحمو؟ قال: الحمو: الموت

narrated by the two Shaykhs, and the in-laws are the relatives of the husband; such as his brother, his brother's son, and his paternal cousin.
