Response to those who said that the obligation of hijab is specific to the women of the Arabian Peninsula

Machine translationRead the Arabic original
The first question of Fatwa number ( 6336 )
Q1: I read a small booklet from your works titled (Uncovering and Hijab) and found that you say: covering the face and hands is obligatory without doubt. So I asked some scholars, and they said: the face and hands are not 'awrah (the part of the body that must be covered). They cited many hadiths, and it is permissible to uncover them; we find this in the book (The Hijab of the Muslim Woman) by the hadith scholar Nasir al-Din al-Albani And it was said to me: the obligation of hijab is only for the women of the people of the Arabian Peninsula and not for the women of the rest of the world, and specifically, that was said by a professor who teaches at King Abdulaziz University, named Hasan Ayoub when he was a visitor to Khartoum last year, so does this mean that we are not
sinful for leaving this act, and why is there a distinction between the women of the people of the Peninsula and the women of the rest of the world?

A1: The correct view is that the face and hands of a woman are 'awrah (the part of the body that must be covered), and there is no difference in that between the women of the people of the Peninsula and the other women of the Muslims; because the rulings of the Shari'ah are general, and we do not know of anything that indicates restriction, and the original rule in rulings is generality. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
