Answer:
The woman is entirely 'awrah (the part of the body that must be covered), her face, her feet, her hands, and her head; it is all 'awrah (the part of the body that must be covered). It is obligatory for her to cover herself from all people, except for the mahram (a relative one may not marry) in the interior and the exterior, even in the lands of the disbelievers. Some people say: "If we travel to Europe and such, there is no harm." This is an error. The hijab in front of the disbeliever is more necessary and greater than the hijab in front of the Muslim.
The obligatory hijab is in the lands of Islam and in the lands of disbelief. And if there is a pressing need, for example, if the covering prevents her from seeing, she may make an opening for her eye the size of the eye only, or for both eyes, and there is no harm. As was narrated from Ibn 'Abbas (may Allah be pleased with them both), she makes an opening the size of her eye so that she can see her path, so that she is not prevented from the path. And if she can see the path from behind the hijab, then praise be to Allah.
'A'ishah (may Allah be pleased with her) said when they were with the Prophet (peace and blessings be upon him): "When men came near to us, one of us would lower her khimar (the head covering) over her face, and when they moved away from us, we would uncover it." So if a woman is alone, or among women, she may uncover. And if she is near men, she lowers her jilbab (the outer garment) and her khimar (the head covering) over her face, even if she is in a state of ihram (the consecrated state of pilgrimage), until the men move away from her.
