The second question of Fatwa No. ( 6720 )
Q2: Can a woman wear a khimar over her hijab, or is it not permissible to wear anything over it? And what is better: wearing the khimar and the jilbab, or the loose garment that covers from the head to the feet?
A2: It is obligatory for the Muslim woman to cover her head, face, and entire body in the presence of non-mahram men. It is prescribed that the khimar be close to her head, and then she should cover herself with a large cloak, which is the jilbab; based on the saying of Allah (Glorified and Exalted is He):[Al-Ahzab 33:59] the verse.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
