If the money bequeathed for the Hajj of the person for whom it was bequeathed is not sufficient each year, the amount for two years is accumulated until the sum is sufficient

The second and third questions from Fatwa No. ( 20658 )
Q3: We have a bequest from our grandfather, and he bequeathed a Hajj every year, and the amount allocated for it may reach two thousand riyals, but the problem is that we do not find anyone to perform the Hajj on his behalf except a few. Either they want an increase in the amount, which is what is happening now, or they do not perform the rites of Hajj in the best manner as the Prophet (peace and blessings be upon him) did. I am exhausted every year because I cannot find anyone to take it on.
In the past, the Shaykh Ali 'Amir (may Allah have mercy on him) used to help us with this, but now I cannot find anyone to help me with it. Should I give it as charity on his behalf, or what should I do?
Vol. 3: If you cannot find anyone to perform Hajj on behalf of your grandfather with a valid Hajj except by spending a great deal of money, then you should gather the money obtained over two years or more and have him perform Hajj on your grandfather's behalf with it. In this case, it is not obligatory to perform Hajj on his behalf every year, based on the evidence mentioned in the previous answer. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
