Q: We present to Your Eminence that we have proposed a charitable project consisting of the idea of issuing a Card for Friends of the Disabled . This is summarized by issuing a plastic card with a limited value, which allows the holder to receive a financial discount of a limited percentage from owners of good and doers of charity and seekers of reward and recompense, owners of facilities and private hospitals, large commercial establishments, and famous restaurants. The largest part of the subscription income for this card is allocated to the account of the Saudi Charitable Society for the Care of Disabled Children, and full supervision of this
project will be by the Society, and the remaining percentage will be spent on employee salaries, postage, printing, card manufacturing, and the like. The Society has approved the idea due to the financial support it will achieve, with the permission and success of Allah, which will contribute to advancing the progress of this important facility; so that it may fulfill its humanitarian and charitable mission for a dear category of our society, namely disabled children. And out of the desire of the Society and us to know the Shari'ah perspective on this matter, and so that all our works may stem from the teachings of our pure, purified Shari'ah, and be in accordance with the guidance of the Messenger, the Chosen One (peace and blessings be upon him), we present this matter to Your Eminence, hoping for your review and consultation of your advice and opinion, which we will follow if Allah wills.

A: It is not permissible to issue this card, nor to subscribe to it; because it contains gharar (excessive uncertainty in a contract) and deception regarding money, and the Prophet (peace and blessings be upon him) prohibited the sale involving gharar; and that is because the issuance fees may exceed the mentioned discount, or may be less than it. Moreover, it is known from observation that the discounts promised to holders of these cards are fictitious and not real, to the extent that if you bargained with the shop owner, you would obtain a discount that may exceed what is promised to the holders of these cards. Thus, this also becomes consuming wealth unjustly,
and Allah the Exalted has prohibited that. He said:
And do not consume one another's wealth unjustlyوَلاَ تَأْكُلُوا أَمْوَالَكُمْ بَيْنَكُمْ بِالْبَاطِلِ
[Al-Baqarah 2:188]
. And if you wish to do good to those you mentioned, let it be through lawful earnings, for Allah is Pure and does not accept except that which is pure. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and companions.
