A: The teacher's card, under the system described, which involves charging a fee for it, is not permissible in the Shari'ah; because it contains excessive uncertainty in a contract and consuming wealth unjustly. Based on this, it is not permissible to issue it or to deal with it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
