Deception in Sales

Fatwa No. ( 12564 )
Q: I am a farmer, and I have a small amount of wheat, the quantity of which is one load on a regular dump truck, and I have a certificate from the Ministry of Agriculture stating that I am
a farmer. Then I sell my crop to my brother for a known price, for example 10,000 riyals. Then my brother takes the certificate I have from the Ministry of Agriculture and adds a large amount of wheat from his farm to my small amount, filling a large truck (six-wheel, ordinary, or trailer). Then he delivers it to the flour mills himself, and the certificate is in my name. I have sold him the amount mentioned, ten thousand riyals (10,000). Is this permissible for me, or is this a prohibited deception and lying to the government? I ask for the answer as soon as possible, if Allah wills, because the need for it is pressing, and most farmers are falling into this. Their argument is that there is no harm; the seller takes the value at a known price, the certificate benefits the buyer, and it does not harm the seller.
A: If the matter is as described, it is not permissible because of the deception and lying involved in it.
