The third and fifth questions of Fatwa No. ( 7359 ):
Q3: What is the ruling on trading in women’s adornments, and selling them to a woman whom the seller knows will wear them in a state of tabarruj (display of adornment) before non-Muslims in the streets, as he sees from her condition before him, and as has become widespread in some cities?
A3: It is not permissible to sell them if the merchant knows that the buyer will use them in what Allah has forbidden; because of the cooperation in sin and transgression involved in that. However, if he knows that the buyer will adorn herself with them for her husband, or if he does not know anything, then it is permissible for him to trade in them.
