The fifth question of Fatwa No. ( 1818 ):
Q5: Is it permissible for a person to sell a dead animal to another person and ask for money?
A5: Carrion is forbidden by the saying of Allah the Exalted:
Prohibited to you are dead animalsحُرِّمَتْ عَلَيْكُمُ الْمَيْتَةُ
[Al-Ma'idah 5:3]
And since it is forbidden, it is not permissible to sell it or buy it, and its price is forbidden. It is not permissible for a person to eat from it except in a state of dire necessity. Indeed, when Allah mentioned the forbidden things in Surat al-Ma'idah, including carrion, He said after that:
But whoever is forced by severe hunger with no inclination to sin - then indeed, Allah is Forgiving and Merciful.فَمَنِ اضْطُرَّ فِي مَخْمَصَةٍ غَيْرَ مُتَجَانِفٍ لإِثْمٍ فَإِنَّ اللَّهَ غَفُورٌ رَحِيمٌ
[Al-Ma'idah 5:3]
. However, the dead locust and the dead fish are exceptions to this, and there is no blame in selling them; because Allah has permitted the living and the dead of fish and locusts; by the saying of Allah the Exalted:
Lawful to you is game from the sea and its food as provision for you and the travelersأُحِلَّ لَكُمْ صَيْدُ الْبَحْرِ وَطَعَامُهُ مَتَاعًا لَكُمْ وَلِلسَّيَّارَةِ
[Al-Ma'idah 5:96]

And the saying of the Prophet (peace and blessings be upon him) regarding the sea:
Its water is pure and what dies in it is lawful food.هو الطهور ماؤه الحل ميتته
Sunan Abi Dawud 83Sahih (Al-Albani)
, and what was narrated from him (peace and blessings be upon him) that he said:
Two types of dead animals and two types of bloods have been made lawful for us, the two types of dead animals are locusts and fish (seafood), while the two types of bloods are the liver and the spleenأحل لنا ميتتان ودمان، فأما الميتتان: فالجراد والحوت، وأما الدمان: فالكبد والطحال
