As for the issue of crowding, if she is not the one causing the crowding but rather others are, yet there is a benefit for the Muslims in her presence, then if she is in a group guiding and advising women, there is no doubt that her performing Hajj is better than her staying behind.
As for if she is one of the general women, we say: helping one who wants to perform Hajj, meaning the obligatory one, with the money she intends to use for her Hajj is better.
