Q: I submit to your Excellency that I am the supervisor of a mosque located in the village of al-Sarra, which has an endowment that provides for the mosque with zakat al-fitr. Currently, we do not find anyone who qualifies to receive it according to the established practice. I hope your Excellency will forward this submission to the Department of Da'wah, Ifta, and Guidance. May Allah preserve you.

A: If there are no poor people in the mosques in the country of the endowment who break their fast there, then the income is distributed to the poor people of the country; because the intention of the endower is to do good to the poor, and by distributing the income among them, that is achieved. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
