Q: Ifa person endowed millstones for a mill in Tharmada, and when the use of the mill became obsolete, they were placed in a grinder, and then its use also became obsolete,and four hundred riyals (400) remained from the price of cutting the millstones after repairing the mill, its house, and the grinder, and my father, Abdul Aziz, who had the endowment in his hands, has passed away, and I presented the remaining amount to the prince of the town, then to the volunteer,Shaykh Sa'd ibn Abdullah Al-Shaykh,to look into how to dispose of it, but each of them refused
A: Please issue a ruling to us on what we should do with the remainder of the price of the pieces?

A: If the matter is as you described, that the millstones were dedicated to a water mill, then people no longer needed the mill so they were put in a grinding machine, and then the grinding machines were no longer needed due to changes in living conditions, then the person who has the millstones and their revenue must use the remainder from their sale for a public facility that people need, for which there is no one to establish or fund, such as water containers at the entrances of mosques, or on public roads, or by contributing to the construction or repair of a well so that people can benefit from its water, or by repairing a mosque or buying mats or a door for it, if there is no one to take charge of it, or if there is but it is not possible to extract the funds. If it is not possible to spend the remainder, or any future revenue, on a public facility that has no one to maintain it, then it should be given in charity to the poor. However, the matter of the dedication should be referred to the honorable judge of the town to appoint a trustworthy supervisor knowledgeable in such matters to oversee the dedication in terms of preservation and expenditure. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
