The Ruling on Zakat al-Fitr

Q5: Is the hadith (Fasting of Ramadan is not lifted until the zakat al-fitr is given) authentic? And if the fasting Muslim is in need and does not possess the nisab for zakah, is it obligatory for him to pay the zakat al-fitr due to the authenticity of this hadith, or due to other authentic, established evidence from the Sunnah?
A5: Zakat al-fitr is obligatory upon every Muslim who is responsible for his own maintenance, if he has more than his own food and the food of his dependents for the day and night of the festival: a sa' (a dry measure of about 3 kg). The basis for this is what is established from Ibn 'Umar (may Allah be pleased with them both), who said:
Allah's Messenger (ﷺ) enjoined the payment of one Sa' of dates or one Sa' of barley as Zakat-ul-Fitr on every Muslim slave or free, male or female, young or old, and he ordered that it be paid before the people went out to offer the `Id prayer.فرض رسول الله صلى الله عليه وسلم زكاة الفطر صاعًا من تمر أو صاعًا من شعير، على العبد والحر والذكر والأنثى والصغير والكبير من المسلمين، وأمر بها أن تؤدى قبل خروج الناس إلى الصلاة

It is agreed upon by al-Bukhari and Muslim, and the wording is that of al-Bukhari . And what was narrated by Abu Sa'id al-Khudri (may Allah be pleased with him), who said:
We used to give zakat al-fitr while the Messenger of Allah (peace and blessings be upon him) was among us: a sa' (a dry measure of about 3 kg) of food, or a sa' (a dry measure of about 3 kg) of dates, or a sa' (a dry measure of about 3 kg) of barley, or a sa' (a dry measure of about 3 kg) of raisins, or a sa' (a dry measure of about 3 kg) of dried curdsكنا نخرج زكاة الفطر إذ كان فينا رسول الله صلى الله عليه وسلم صاعًا من طعام أو صاعًا من تمر أو صاعًا من شعير أو صاعًا من زبيب أو صاعًا من أقط
Sahih Ibn Khuzaymah 6:162
It is agreed upon by al-Bukhari and Muslim. A sa' (a dry measure of about 3 kg) of the staple food of one's land, such as rice and the like, is sufficient. The intended meaning of the sa' here is the sa' of the Prophet (peace and blessings be upon him), which is four handfuls by the hands of a man of average build. If one leaves off paying the zakat al-fitr, he has sinned and it is obligatory for him to make it up. As for the hadith you mentioned, we do not know its authenticity. We ask Allah to guide you, and to rectify our speech and deeds and yours. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
