If a person washes his private parts after relieving himself and the time for prayer arrives, does he have to wash the private parts again when performing the ablution?

Machine translationRead the Arabic original
The questioner : His Eminence says:The Shaykh : If a person washes his private parts after relieving himself and the time for prayer arrives, does he have to wash the private parts again when performing the ablution?

The Shaykh : No, if a person cleans himself after urinating and then the time for prayer arrives, there is no need to clean himself again, because cleaning oneself is the removal of ritual impurity. If the impurity has been removed, is there any need to wash it again when performing the ablution? No. For this reason, Allah the Exalted said:
When you rise to perform the prayer, wash your faces إِذَا قُمْتُمْ إِلَى الصَّلاةِ فَاغْسِلُوا وُجُوهَكُمْ
and there is no mention of cleaning oneself, because cleaning oneself is the removal of ritual impurity. Whenever you remove it, at any time, it is removed, and there is no need to wash it again. Yes.
