The Shaykh : Istinja' is the purification of the front or back passage from contamination by ritual impurity that has occurred. If a person purifies himself from this impurity, the area is purified, and there is no need to wash it a second time unless new urine or feces occur. Accordingly, if a person relieves himself after the sun rises, then performs istinja' or istijmar in the prescribed manner, and then the time for the midday prayer arrives, it is permissible for him to perform wudu' without washing his private parts. This is a valid action, for Allah the Mighty and Majestic says:
O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles يا أيها الذين آمنوا إذا قمتم إلى الصلاة فاغسلوا وجوهكم وأيديكم إلى المرافق وامسحوا برؤوسكم وأرجلكم إلى الكعبين
[Al-Ma'idah 5:6]
Allah the Glorified and Exalted did not mention washing the private parts, which indicates that wudu' is specific to these four limbs only: the face, the hands, the head, and the feet. As for washing the private parts, it is for a reason, namely the contamination of the area with impurity. If the area is purified from this impurity, there is no need to purify it again except in the case of new impurity.
