Question:
You say: When a woman wants to perform ghusl for purification, is it obligatory for her to perform wudu first?

Answer:
The Sunnah is to perform wudu, if it is for menstruation or major ritual impurity, to perform wudu first. You should clean yourself; if it is for the ghusl of menstruation or major ritual impurity, you clean yourself, then you perform the wudu of prayer: you rinse your mouth, sniff water into your nose, wash your face, and your arms including the elbows, then you wipe your head and your ears, then you wash your feet. This is the best. The Prophet (peace and blessings be upon him) used to do this in the ghusl for major ritual impurity. Sometimes he would leave the feet until the end of the ghusl. Sometimes he would wash his face and hands, wipe his head, and delay washing his feet. This is permissible, and this is permissible.
The menstruating woman is the same. If she starts with the ghusl, or if the one in a state of major ritual impurity starts with the ghusl, and then performs wudu afterwards, there is no harm. But the best is for the wudu to be first. He cleans himself, and so does the menstruating woman and the one in a state of major ritual impurity. Then the wudu of prayer, then the ghusl: he pours water over his head three times, and she does the same. Then he pours water over his right side, then his left side, and the woman does the same. This is the Sunnah.
