Q1: To whom is zakah distributed, and we hope for an explanation of each category of its recipients?
A1: It is distributed to the eight categories mentioned by Allah the Exalted in His saying:
Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise.إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَابْنِ السَّبِيلِ فَرِيضَةً مِنَ اللَّهِ وَاللَّهُ عَلِيمٌ حَكِيمٌ

The poor person is the one who finds some of what suffices him. The needy person is the one who has nothing, and some scholars said the opposite, which is the stronger position. The intended meaning of those who work on it is the collectors whom the Imam of the Muslims or his deputy sends to collect it, and this includes its scribe and its distributor. The intended meaning of those whose hearts are to be reconciled is the one who entered Islam and was in need of having his heart reconciled due to the weakness of his faith. The intended meaning of His saying the Exalted:
and for freeing captivesوَفِي الرِّقَابِ
is freeing a Muslim from zakah wealth, whether a male slave or a female slave, and this includes freeing captives and assisting those who have a contract of manumission. The intended meaning of those in debt is the one who borrowed for other than disobedience and does not have the means to repay his debt,
and the one who incurred a debt in a prescribed settlement. The intended meaning of His saying the Exalted:
for the cause of Allahوَفِي سَبِيلِ اللَّهِ
[At-Tawbah 9:60]
is giving the warriors and those stationed at the borders from zakah what they spend in their warfare and stationing. The intended meaning of the traveler is the one whose means were cut off from his homeland and his wealth, so he is given what he needs from zakah until he reaches his homeland, even if he is wealthy in his homeland.
