Paying zakah in money instead of the livestock itself

The first and second questions of Fatwa No. ( 1831 )
Q1: It has become common among some people to say that paying the value instead of the zakah on livestock rather than the animals themselves is permissible.
A1: The Prophet (peace and blessings be upon him) clarified in the long hadith of Anas and others that the zakah on grazing livestock is to be paid from the animals themselves, as detailed in the specific thresholds mentioned in the hadiths. The text written by Abu Bakr (may Allah be pleased with him) states that these are the obligatory shares of charity that the Messenger of Allah (peace and blessings be upon him) prescribed and that Allah commanded His Messenger to do. The correct view is that it is not permissible to deviate from this to paying the value. The compensations specified in the hadith of Abu Bakr indicate that paying the value is not prescribed; otherwise, those compensations would be futile, and the religion is far from futility. Allah the Exalted said:[Al-Hashr 59:7], and the Messenger of Allah (peace and blessings be upon him) said: Sahih Muslim 1718b. However, if the one in authority sees that taking the value is necessary for reasons that necessitate it, then there is no blame in paying the value to his deputies. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
