Q: Since the places where the Eid and rain-supplication prayers are held have become known, fenced-in mosques and endowments that no one is permitted to encroach upon or occupy, a great deal of disagreement arises regarding the greeting of these mosques when the Eid or rain-supplication prayer is held there: Is it recommended? Or is it prohibited? Based on the hadith in al-Bukhari that he (peace and blessings be upon him) did not pray before it or after it. We ask that this issue be referred to His Eminence Shaykh Abd al-Aziz ibn Baz to clarify this matter and explain the correct opinion of the scholars of knowledge regarding it. Is the greeting of the mosque performed when entering these mosques? And if one moves to the Friday mosque, what is the ruling on performing it? We ask for clarification of all of this, as well as the ruling on performing voluntary prayer in the Eid mosque before or after the prayer. Is the prohibition applicable to both the imam and the one praying behind him? Or is the prohibition applicable to the imam only? May Allah preserve you.
A: If the Muslims perform the Eid or rain-supplication prayer outside the town in the open wilderness, it is not prescribed for the one who comes to the prayer ground to pray voluntarily, neither the greeting of the mosque nor anything else; this is in accordance with what is in the two authentic collections from Ibn Abbas (may Allah be pleased with them both):
Ibn ‘Abbas said that on the day of the breaking of the fast the Prophet prayed two rak'as , before and after which he did not pray. (Bukhari and Muslim.)أن النبي صلى الله عليه وسلم خرج يوم عيد الفطر فصلى ركعتين لم يصل قبلهما ولا بعدهما

And if the Eid or rain-supplication prayer is held in one of the town’s mosques, there is no harm in praying the greeting of the mosque upon entering, and one does not perform any other voluntary prayer in the place of his prayer. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
