And after that: The Permanent Committee for Scholarly Research and Ifta has reviewed the inquiry submitted to His Eminence the General President from the honorable head of the courts of the 'Asir region, referred by the General Secretariat of the Council of Senior Scholars with number 443/2 on 24/3/1397 AH, which stated: Attached is what the General Manager of the Southern Region for Telegraph and Telephone submitted to us, stating that the telegraph and telephone services continue their operations throughout the days of the week, including Fridays. There are employees on duty with the telephone and wireless equipment, and their work does not allow them to leave it, even for one minute, because doing so would cause a stoppage in wireless and telephone communications. He requested a ruling on whether these employees should leave their work and go to prayer, for your review and for your opinion on what was inquired about.
And it responded with the following text: The original ruling is that Friday prayer is obligatory upon individuals; based on the saying of Allah, Glorified and Exalted is He:[Al-Jumu'ah 62:9]
And based on what was narrated by Ahmad and Muslim from Ibn Mas'ud (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said to a group who were lagging behind in attending Friday prayer:Sahih Muslim 652, and based on what was narrated by Muslim from Abu Hurayrah and Ibn 'Umar (may Allah be pleased with them both), that they heard the Messenger of Allah (peace and blessings be upon him) say from the wooden planks of his pulpit: Sahih Muslim 865 And based on the consensus of the scholars on this. However, if a valid legal excuse exists for one upon whom Friday prayer is obligatory, such as being directly responsible for a job related to the security of the community and the preservation of its interests, which requires his presence during the time of Friday prayer, like the case of security personnel, traffic police, and wireless and telephone communications officers, and the like, who are on duty during the final call for Friday prayer or the congregational prayer, then he and those like him are excused for leaving Friday prayer and the congregation due to the generality of the saying of Allah, Glorified and Exalted is He: [At-Taghabun 64:16] and the saying of the Messenger of Allah (peace and blessings be upon him)
(peace and blessings be upon him):Sahih Muslim 1337b, and because his excuse is no less valid than that of one who is excused due to fear for his life or his property, and the like, of those whom the scholars mentioned are excused for leaving Friday prayer and the congregation as long as the excuse persists. However, this does not exempt him from the obligation of the Dhuhr prayer; rather, he must pray it in its time, and whenever it is possible to perform it in congregation, that is obligatory, just like the other five obligatory prayers. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.

O you who have believed, when [the adhan] is called for the prayer on the day of Jumu'ah [Friday], then proceed to the remembrance of Allah and leave trade. That is better for you, if you only knew.
يَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا نُودِيَ لِلصَّلاةِ مِنْ يَوْمِ الْجُمُعَةِ فَاسْعَوْا إِلَى ذِكْرِ اللَّهِ وَذَرُوا الْبَيْعَ ذَلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنْتُمْ تَعْلَمُونَAnd based on what was narrated by Ahmad and Muslim from Ibn Mas'ud (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said to a group who were lagging behind in attending Friday prayer:
I intend that I should command a person to lead people in prayer, and then burn those persons who absent themselves from Jumu'a prayer in their houses.
لقد هممت أن آمر رجلاً يصلي بالناس، ثم أحرق على رجال يتخلفون عن الجمعة بيوتهمPeople must cease to neglect the Friday prayer or Allah will seal their hearts and then they will be among the negligent.
لينتهين أقوام عن ودعهم الجمعات أو ليختمن الله على قلوبهم ثم ليكونن من الغافلينSo fear Allah as much as you are able
فَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ(peace and blessings be upon him):
Avoid that which I forbid you to do and do that which I command you to do to the best of your capacity
ما نهيتكم عنه فاجتنبوه، وما أمرتكم به فأتوا منه ما استطعتم
