Q: The residents of the occupied territory were ordered by the Israeli enemy authorities not to walk in the streets, and to stay in their homes from 8:00 PM until 4:00 AM. Since the time for the 'Isha' prayer is approximately 9:30 PM, people are unable to go to the mosque to pray in congregation. Opinions differ on the following: Is it possible to combine the 'Isha' prayer with the Maghrib prayer by advancing it, or is combining not valid, and must 'Isha' be prayed in its time in the homes? It is known that the Maghrib adhan is at 7:50 PM, and therefore those who advocate combining pray 'Isha' after the time of prohibition has entered due to the tightness of time, as the difference between the Maghrib adhan and the time of prohibition is approximately ten minutes. They finish both prayers about a quarter of an hour after the prohibition begins; that is, at approximately 8:15 PM. I hope you will provide me with a fatwa so that I can publish it among the community there to resolve the dispute between the two groups and unite their words, and I thank you for your good cooperation.
A: If the matter is as mentioned, they are not permitted to combine 'Isha' with Maghrib. Rather, they should pray Maghrib in the mosque and 'Isha' in their homes, as long as they
are unable to go out at the time of the 'Isha' prayer to perform it in congregation in the mosques, and there is no sin on them for that; for Allah the Exalted said:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[At-Taghabun 64:16]
May Allah guide everyone to the performance of the obligatory, and grant victory to His army and party of the believers. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
