The fourth question of the fatwa number ( 7523 )
Q 4: A person discovered after the prayer that there was a water-repelling substance—such as wax—on two of the parts of the ablution. What should he do? And does the ablution need to be repeated for trimming the nails?
J 4: All praise is due to Allah alone, and peace and blessings be upon His Messenger, his family, and his Companions. And after that: It is obligatory to wash all the limbs of the ablution, in accordance with the saying of Allah the Exalted:
O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbowsيَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا قُمْتُمْ إِلَى الصَّلاَةِ فَاغْسِلُوا وُجُوهَكُمْ وَأَيْدِيَكُمْ إِلَى الْمَرَافِقِ
[Al-Ma'idah 5:6]

And by the action of the Prophet (peace and blessings be upon him) and his explanation in the authentic hadiths of the obligation to wash the parts of the ablution. So if a person finds after the prayer on the parts of the ablution, or some of them, something that prevents water from reaching the skin, he must remove the barrier and repeat the ablution and the prayer. As for trimming the nails, it does not require repeating the ablution, nor is it recommended. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
