Q: It is well known that we are under the protection of Christianity, and the government is currently building some mosques in Muslim areas in the Philippines . Is it permissible for us
to accept these mosques without building them with our own hands, even though we have the ability to build them, and even if their roofs are made of tree leaves? It is known that the Marcos government is currently striving to please the Muslims through its recommendations and directives so that the Muslims will stop opposing the government. It is also noted that the source of this aid is unknown; is it truly from the government, or from our Muslim brothers outside the Philippines ? We hope you will be kind enough to answer?

A: It is well known that rights, in their various types—financial, physical, and moral—are mutual between governments and their people and those under their protection. If the reality is as you mentioned, that the government under whose protection you are is Christian, and that it has built mosques in the Muslim neighborhoods of the Philippines , then it is fulfilling the obligatory rights it owes to its subjects, realizing their desires, and facilitating public facilities—religious and worldly—in exchange for the rights they pay to it and the various benefits and profits it gains from them. Accordingly, there is no blame on you in accepting the mosques it has built for you, as it is fulfilling its duty toward you, without it having any favor over you or a hand seeking reward or compensation for it. Rather, you should accept those mosques and demand similar ones and the establishment of Islamic schools, without being deterred from your resolve to secure your rights—religious
and worldly—by the material or moral benefits it has offered you. And you, O Muslims, must cooperate among yourselves in establishing other facilities, such as mosques and Islamic schools, and whatever else you need, while ensuring that the authority and supervision over the mosques and schools and the like that the government builds for you belong to the Muslims and not to others, so that they do not do in them what contradicts the Shari'ah; acting in accordance with the saying of Allah the Exalted:
cooperate in righteousness and pietyوَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَى
[Al-Ma'idah 5:2]
. As for the funds provided by the government, it is not required that you know their source, as there is no evidence necessitating that. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
