Q 5: Is the chapter on ijtihad closed or not closed?
A 5: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions... And to proceed: The chapter on ijtihad is not closed; rather, it is open for those of knowledge, faith, and insight in the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him), and the words of those who preceded from the Companions of the Prophet (peace and blessings be upon him) and those who followed them with excellence from among the people of knowledge and faith.
As for one who is not such, it is obligatory for him to ask the people of knowledge, as the scholars have explicitly stated. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
