Is the door of ijtihad open in this age?

Who said that the door of ijtihad is closed in these times?

Answer:
He has no news of it; it is closed to him and to those like him, and closed to the people of ignorance, but it is not closed to the people of knowledge, until Allah sends the good wind that takes the souls of the believing men and women, and none remain but the wicked.
Q: He says: Based on the fact that the conditions of the mujtahid are not present?
A: If they are not present in him, they are present in someone else; if they are not present in him, the door is not closed.
