The fourth question of Fatwa No. ( 2217 ):
Q4: We had a discussion yesterday regarding the permissibility of reading the Qur'an from memory or from a book containing some Qur'anic verses if the person is not in a state of ritual purity, even though Allah the Exalted says:
None touch it except the purified.لاَ يَمَسُّهُ إِلا الْمُطَهَّرُونَ
[Al-Waqi'ah 56:79]
, so what is the ruling on that?

A4: If a Muslim intends to touch the mushaf, he must purify himself from both minor and major ritual impurity. Minor ritual impurity is that which necessitates wudu', and major ritual impurity is that which necessitates ghusl; due to the generality of the statement of Allah the Exalted:
None touch it except the purified.لاَ يَمَسُّهُ إِلا الْمُطَهَّرُونَ
[Al-Waqi'ah 56:79]
, and what came in the letter of 'Amr ibn Hazm :
that no-one should touch the Qur'an unless he was pureأن لا يمس القرآن إلاَّ طاهر

, and as for reading it from memory, it is permissible for one who does not have major ritual impurity,
for example, the one in a state of major ritual impurity does not read the Qur'an, neither from memory nor by looking at it. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
