Fatwa number ( 4144 ):
Q: Here is a person who worships other than Allah, or supplicates to other than Allah, or slaughters for a shaykh, as happens in Egypt . Is he excused by his ignorance, or is he not excused by his ignorance? And if there is no excuse for ignorance, what is the response to the story of Dhat Anwat? Please give us a ruling, and may you be rewarded.
A: A person of legal capacity is not excused for worshipping other than Allah, or drawing near to Allah through slaughtering for other than Allah, or making vows for other than Allah, or similar acts of worship that are the exclusive right of Allah, except if he is in a non-Muslim land and the call to Islam has not reached him; in that case, he is excused due to the lack of the call reaching him, not merely due to ignorance. This is based on what Muslim narrated from Abu Hurayrah from the Messenger of Allah (peace and blessings be upon him), who said:Sahih Muslim 153 . Thus, the Prophet (peace and blessings be upon him) did not excuse those who heard of him. And whoever lives in a Muslim land and has heard of the Messenger of Allah (peace and blessings be upon him) is not excused in the fundamentals of faith by ignorance. As for those who asked the Prophet (peace and blessings be upon him) to make for them Dhat Anwat, to which they would hang their weapons, these people were recent converts from disbelief, and they only asked but did not act on it; so what occurred from them was contrary to the Shari'ah, and the Prophet (peace and blessings be upon him) rebuked them for it, so they did not do it. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

By Him in Whose hand is the life of Muhammad, he who amongst the community of Jews or Christians hears about me, but does not affirm his belief in that with which I have been sent and dies in this state (of disbelief), he shall be but one of the denizens of Hell-Fire.
والذي نفس محمد بيده لا يسمع بي أحد من هذه الأمة يهودي ولا نصراني ثم يموت ولم يؤمن بالذي أرسلت به إلاَّ كان من أصحاب النار
