Q8: The Messenger of Allah (peace and blessings be upon him) said:
One who rises more than seven cubitsمن ارتفع أكثر من سبعة أذرع
the hadith, or as he (peace and blessings be upon him) said it. What is the authenticity of this hadith?

A8: The hadith was narrated by al-Tabarani in [al-Mu'jam al-Kabir] from Anas (may Allah be pleased with him) in the wording:
One who builds more than ten cubits, a caller from the sky calls out to him: O enemy of Allah, where are you going?من بنى فوق عشرة أذرع ناداه مناد من السماء: يا عدو الله أين تريد؟
and in the wording:
If a Muslim man builds seven cubits or nine cubits, a caller from the sky calls out to him: Where are you going, O most wicked of the wicked?إذا بنى الرجل المسلم سبعة أذرع أو تسعة أذرع ناداه مناد من السماء: أين تذهب يا أفسق الفاسقين؟
In its chain is al-Rabi' ibn Sulayman al-Humayri , and al-Dhahabi included it in [Dhail al-Du'afa]. So these hadiths do not stand as proof for the prohibition of raising buildings, but Muslim narrated in his Sahih, from 'Umar ibn al-Khattab (may Allah be pleased with him), from the Prophet (peace and blessings be upon him) who said in his answer to Jibril (peace be upon him) when he asked him about the signs of the Hour:
that you will find barefooted, destitute goat-herds vying with one another in the construction of magnificent buildingsوأن ترى الحفاة العراة العالة رعاء الشاه يتطاولون في البنيان
Sahih Muslim 8a
, so this is an authentic hadith, and in it is the condemnation of excessive height in buildings. The scholars have understood this to apply to what is built for the sake of showing off, boasting, squandering, and extravagance. What indicates what they said is the sense of effort and competition in the word "they raise themselves." As for lengthening buildings and increasing them to provide facilities and housing
for those in need and workers in the state apparatus and the like, and for rental and the like of that - there is no harm in it.
