The third question of Fatwa No. ( 4395 ):
Q3: What is the meaning of the saying of Allah the Exalted:[Al-Mu'minun 23:88]
A3: Its meaning is that Allah (Glorified and Exalted is He) rescues whoever seeks His help from any evil intended for them by the created beings, and He protects them from whoever intends harm to them if He wills. No one among the creation can prevent one whom Allah has intended harm from escaping His wrath and punishment. Similar to this is His saying:[Yunus 10:107] . And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

and He protects while none can protect against Him
وَهُوَ يُجِيرُ وَلاَ يُجَارُ عَلَيْهِA3: Its meaning is that Allah (Glorified and Exalted is He) rescues whoever seeks His help from any evil intended for them by the created beings, and He protects them from whoever intends harm to them if He wills. No one among the creation can prevent one whom Allah has intended harm from escaping His wrath and punishment. Similar to this is His saying:
And if Allah should touch you with adversity, there is no remover of it except Him; and if He intends for you good, then there is no repeller of His bounty. He causes it to reach whom He wills of His servants. And He is the Forgiving, the Merciful
وَإِنْ يَمْسَسْكَ اللَّهُ بِضُرٍّ فَلا كَاشِفَ لَهُ إِلا هُوَ وَإِنْ يُرِدْكَ بِخَيْرٍ فَلا رَادَّ لِفَضْلِهِ يُصِيبُ بِهِ مَنْ يَشَاءُ مِنْ عِبَادِهِ وَهُوَ الْغَفُورُ الرَّحِيمُ
