Fatwa No. ( 1706 ):
Q: In light of the great progress the world has made in the field of media communication through publishing, posters, hanging decorations, and audio and visual broadcasting, we have sought help from Allah in the plastic factory we manage to produce models that contribute to reminding people of the words of Allah (Mighty and Majestic). Allah (Mighty and Majestic) has guided us, and we have been able to produce models of hanging decorations bearing verses from the Noble Qur'an, the beautiful names of Allah, and noble Prophetic hadiths.
Please note that the plastic hanging decorations I am submitting to your eminence cannot be used for anything other than remembrance and reflection, as their nature makes them unsuitable for drinking from or eating from. This is because they are covered with a layer of silver metals and colored inks, which makes their use for these purposes impossible. They are also designed so that they cannot be carried on the chest or in the hand, nor can they be thrown away carelessly; their design includes an outer cover and hanging loops, and their pointed letters ensure that the owner hangs them in a protected and honored place. We have found that the Christians are well-established in the arts of publishing, awareness, and media, and in spreading the ideas and beliefs they wish to promote using modern means, the most important of which are posters and hanging decorations displayed on boards in streets, buses, and public and private places. The aim is to ensure continuous and repeated reminders before the eyes in every place, so that what they wish to instill becomes firmly established in the hearts. What they wish to promote is nothing but Crusader beliefs, atheistic ideas, and evils, may Allah protect us from them. However, by using powerful means, they are able to make people believe in falsehood and revere atheism. It is more fitting and more deserving for Muslims to remind people of the words of Allah (Mighty and Majestic) and the Sunnah of His Messenger (peace and blessings be upon him) by using powerful modern means of awareness and media. Allah (Blessed and Exalted is He) has guided me so that my products carry the words of Allah
(Mighty and Majestic) and the Sunnah of His Messenger (peace and blessings be upon him); so that they appear in a continuous sequence in honored places, raised before the eyes to remind people of what Allah intended for them to remember[Qaf 50:45] . By doing so, I contribute to the best of my ability to raising the word of Allah and spreading Islamic thought, championing it above all other ideas, and my success is only from Allah .
A: Allah the Exalted sent down the Qur'an to be a lesson for people and a warning, and to be a healing for the diseases of shirk (associating partners with Allah) and deviation from the truth in their hearts. It is for people to follow it in their worship and transactions, and for Allah to have mercy upon the believers through it, those who recite it with proper recitation, take guidance from it in all their affairs, and discipline themselves to act upon it in all their circumstances. Allah the Exalted said:[Yunus 10:57] , and He said: [Al-Isra 17:82] , and He said: [Fussilat 41:44] . Likewise, the authentic Prophetic hadiths came as an explanation of the Qur'an and guidance for people
and a detailing of the rulings; so that people may take guidance from them in understanding the Book of Allah the Exalted, and reflect upon its verses so that they may think. Allah the Exalted said:[An-Nahl 16:44] , and He said: [An-Nisa 4:105] . The Exalted named Himself with the beautiful names so that His servants may know Him by them and affirm them for Him, believe in the perfection and majesty they indicate, praise Him with beautiful praise, and call upon Him by them in times of ease and hardship, out of fear and hope. They should count them in belief and action, and preserve them in word and meaning, so that they do not distort them or deviate from their intended meaning. Allah the Exalted said: [Al-A'raf 7:180] , and the Messenger (peace and blessings be upon him) said: Jami` at-Tirmidhi 3508Sahih (Darussalam) , meaning: count them in belief, speech, and action, and preserve their sanctity and their implications. Allah commanded the conveyance of the message and the call to Islam, and the Messenger (peace and blessings be upon him) clarified this
in word and deed. He would preach to his Companions (may Allah be pleased with them), care for them with sermons and reminders, write letters to kings and leaders, and visit the disbelievers in their clubs and gatherings to convey the religion of Islam to them. It is not known that he wrote a surah from the Qur'an, or a verse from it, or a hadith of his, or the names of Allah the Exalted on boards or plates to be hung on walls or in corridors for the sake of adornment or seeking blessing, or to be a means of reminder and conveyance, or for admonition and warning. The Rightly Guided Caliphs and the rest of the Companions (may Allah be pleased with them) followed his example in this, and the Imams of Guidance from the righteous Salaf followed them in this. The Prophet (peace and blessings be upon him) testified that they are the best of generations after him (may Allah be pleased with them). They did not write anything from the Qur'an, or the authentic Prophetic hadiths, or the beautiful names of Allah on boards, plates, or fabrics to be hung on walls for adornment, reminder, or warning, after Islam had spread, its territory expanded, Islamic culture pervaded the lands and regions, writers multiplied, and many diverse means of media became available. Nor did they do so before that, when they were more understanding of Islam and its objectives, and more eager to spread and convey it. If it had been prescribed, the Prophet (peace and blessings be upon him) would have indicated it to us and guided us to it, and his Companions would have acted upon it, and the Imams of Guidance after them would have utilized it (may Allah be pleased with them). Therefore: Writing something from the Qur'an or the Prophetic hadiths
or the beautiful names of Allah on boards, plates, or the like, to be hung for adornment, reminder, or warning, or to be used as a means to promote trade, sell goods, and entice people to buy them, so that the growth of wealth and increase of profits is achieved, is a deviation of the Qur'an and the hadiths of the Prophet (peace and blessings be upon him) from the noble objectives that Islam aims for behind them. It is contrary to the guidance of the Messenger of Allah (peace and blessings be upon him) and the guidance of the Companions and the Imams of the Salaf (may Allah be pleased with them). Furthermore, such items may be subjected to what is not befitting, such as disrespect over the passage of days and long periods, when moving from one house to another, or transferring them from one place to another, or when a person in a state of major ritual impurity (janabah) or a menstruating woman carries them, or touches them at that time. The Muslim should know the status of the Book of Allah the Exalted, value it appropriately, keep its objectives before his eyes, and take from it and the Prophetic hadiths a beacon by which to be guided. He should beware that those who contradict the objectives of Islamic legislation may be struck by fitnah (trial, discord or temptation) or be afflicted with a painful punishment. Whoever believes in the Qur'an, the beautiful names of Allah, and the hadiths of the Prophet (peace and blessings be upon him) should seek guidance and blessing from Allah by reciting His Noble Book, reflecting upon it, and studying its jurisprudence, and by knowing its explanation through looking into the Sunnah of His Prophet (peace and blessings be upon him) and studying it. He should discipline himself to act upon it in his worship and transactions, so that Allah may shower him with His blessings, both tangible and intangible, grant him abundant reward, and preserve him in his affairs and circumstances. He should not seek that in what contradicts the guidance of the Qur'an and the Sunnah of the Prophet (peace and blessings be upon him), such as
hanging what is written of that on walls or the like. It is not permissible to imitate the disbelievers, such as the Christians and others, in what contradicts the Shari'ah of Allah (Mighty and Majestic). Given what we have mentioned, the Permanent Committee for Scholarly Research and Ifta' sees that permission should not be granted for such plates to enter this Kingdom. It also sees that it is not befitting for a Muslim to produce such plates from his factory, in order to preserve the sanctity of the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him), and the sanctity of His names and attributes (Mighty and Majestic). And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

But remind by the Qur'an whoever fears My threat.
فَذَكِّرْ بِالْقُرْآنِ مَنْ يَخَافُ وَعِيدِA: Allah the Exalted sent down the Qur'an to be a lesson for people and a warning, and to be a healing for the diseases of shirk (associating partners with Allah) and deviation from the truth in their hearts. وَنُنَـزِّلُ مِنَ الْقُرْآنِ مَا هُوَ شِفَاءٌ وَرَحْمَةٌ لِلْمُؤْمِنِينَ وَلاَ يَزِيدُ الظَّالِمِينَ إِلا خَسَارًاSay, "It is, for those who believe, a guidance and cure." And those who do not believe - in their ears is deafness, and it is upon them blindness. Those are being called from a distant place.
قُلْ هُوَ لِلَّذِينَ آمَنُوا هُدًى وَشِفَاءٌ وَالَّذِينَ لاَ يُؤْمِنُونَ فِي آذَانِهِمْ وَقْرٌ وَهُوَ عَلَيْهِمْ عَمًى أُولَئِكَ يُنَادَوْنَ مِنْ مَكَانٍ بَعِيدٍand a detailing of the rulings; so that people may take guidance from them in understanding the Book of Allah the Exalted, and reflect upon its verses so that they may think. Allah the Exalted said:
And We revealed to you the message that you may make clear to the people what was sent down to them and that they might give thought.
وَأَنْـزَلْنَا إِلَيْكَ الذِّكْرَ لِتُبَيِّنَ لِلنَّاسِ مَا نُـزِّلَ إِلَيْهِمْ وَلَعَلَّهُمْ يَتَفَكَّرُونَIndeed, We have revealed to you, [O Muhammad], the Book in truth so you may judge between the people by that which Allah has shown you. And do not be for the deceitful an advocate.
إِنَّا أَنْـزَلْنَا إِلَيْكَ الْكِتَابَ بِالْحَقِّ لِتَحْكُمَ بَيْنَ النَّاسِ بِمَا أَرَاكَ اللَّهُ وَلاَ تَكُنْ لِلْخَائِنِينَ خَصِيمًاAnd to Allah belong the best names, so invoke Him by them. And leave [the company of] those who practice deviation concerning His names. They will be recompensed for what they have been doing.
وَلِلَّهِ الأَسْمَاءُ الْحُسْنَى فَادْعُوهُ بِهَا وَذَرُوا الَّذِينَ يُلْحِدُونَ فِي أَسْمَائِهِ سَيُجْزَوْنَ مَا كَانُوا يَعْمَلُونَIndeed, Allah has ninety-nine Names, whoever counts them shall enter Paradise.
