Fatwa number ( 9232 ):


Q: A Muslim man said to his brother: "You are a disbeliever," even though the one being insulted performs the five daily prayers and fasts. What is the ruling? May Allah reward you with good. And what is the cure for excessive forgetfulness?
A: It is not permissible for a Muslim to declare his brother a disbeliever if he has not done so, and it is obligatory for him to repent to Allah, seek forgiveness, and ask his brother for forgiveness; because the Prophet (peace and blessings be upon him) warned against that in authentic hadiths. As for the cure for forgetfulness and slow memorization: it is mindfulness of Allah (Mighty and Majestic), consistent review, repeating what you intend to memorize, and asking Allah for assistance
in that. We ask Allah for success and guidance for us and for you in achieving what you intended. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
