The ninth question of Fatwa No. ( 2677 ):


Q9: What is the best way to treat a dhimmi (a non-Muslim under Muslim protection), and do we treat him in a normal way?
A9: The best way for Muslims to deal with a dhimmi is to fulfill his dhimmah (protection); based on the verses and hadiths that command the fulfillment of covenants, and to be kind to him and deal with him justly, as Allah the Exalted said:
Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly.لاَ يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُمْ مِنْ دِيَارِكُمْ أَنْ تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْ إِنَّ اللَّهَ يُحِبُّ الْمُقْسِطِينَ
[Al-Mumtahanah 60:8]
and to speak to him gently, and to do good to him generally, except in what the Shari'ah has prohibited, such as initiating the greeting to him, marrying a Muslim woman to him, or allowing him to inherit from a Muslim, and the like of what has been explicitly prohibited by text. Refer to the book [Ahkam Ahl al-Dhimma] (The Rulings on the People of the Dhimma) by the scholar Ibn Qayyim al-Jawziyya (may Allah have mercy on him), and the words of other scholars on this matter. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
