The third question of Fatwa No. (3786) :
Q3: Regarding the ruling on the disbelievers of the People of the Book who reside among us, knowing that they do not pay the jizyah (tax on protected non-Muslims), and in fact they oppose the people of Islam and do not leave any opportunity that would bring harm and damage to Islam without participating in it, whether secretly or openly. How should we deal with them? And how should a Muslim show that he does not have loyalty toward them in this situation?
A3: As for the disbelievers who make peace with the Muslims and refrain from harming them, we treat them with the best treatment and fulfill the obligatory duties of Islam toward them, such as kindness, sincere advice, guidance, and calling them to Islam, establishing the proof against them, hoping that they will enter the religion of Islam. If they respond, praise be to Allah. If they refuse, we demand from them the rights that are obligatory upon them, as indicated by the Book and the Sunnah. If they refuse, we fight them until the word of Allah is the highest and the word of disbelief is the lowest.
As for those among them who are arrogant toward the Muslims, and who take them as enemies and plot evil against them, it is obligatory for the Muslims to call them to Islam. If they refuse, they are to be fought, in support of the religion and to stop their harm from the Muslims. Allah the Exalted said:[Al-Mujadila 58:22] the verse, and He the Exalted said: [Al-Mumtahanah 60:8-9] . And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

لاَ تَجِدُ قَوْمًا يُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الآخِرِ يُوَادُّونَ مَنْ حَادَّ اللَّهَ وَرَسُولَهُ وَلَوْ كَانُوا آبَاءَهُمْ أَوْ أَبْنَاءَهُمْ أَوْ إِخْوَانَهُمْ أَوْ عَشِيرَتَهُمْ أُولَئِكَ كَتَبَ فِي قُلُوبِهِمُ الإِيمَانَ وَأَيَّدَهُمْ بِرُوحٍ مِنْهُ(8) Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly. (9) Allah only forbids you from those who fight you because of religion and expel you from your homes and aid in your expulsion - [forbids] that you make allies of them. And whoever makes allies of them, then it is those who are the wrongdoers.
لاَ يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُمْ مِنْ دِيَارِكُمْ أَنْ تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْ إِنَّ اللَّهَ يُحِبُّ الْمُقْسِطِينَ (8) إِنَّمَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ قَاتَلُوكُمْ فِي الدِّينِ وَأَخْرَجُوكُمْ مِنْ دِيَارِكُمْ وَظَاهَرُوا عَلَى إِخْرَاجِكُمْ أَنْ تَوَلَّوْهُمْ وَمَنْ يَتَوَلَّهُمْ فَأُولَئِكَ هُمُ الظَّالِمُونَ
