The second question of Fatwa No. ( 21677 )
Q2: Allah the Mighty and Majestic says:[Al-Mumtahanah 60:8] We have been commanded to oppose the disbelievers in several verses of the Book of Allah, such as verse (4) of Surat al-Mumtahanah. This opposition is of the type of hatred for the sake of Allah and disavowal of shirk (associating partners with Allah) and its people; therefore, we ask you, may Allah have mercy on you,
to clarify the meaning of justice and kindness mentioned in verse (8) of Surat al-Mumtahanah, and how to achieve this alongside hatred and disavowal of this group of disbelievers.
A2: It is obligatory to oppose the disbelievers; because they are the enemies of Allah and His Messenger and the enemies of the Muslims. Allah the Exalted said:[Al-Mumtahanah 60:1] And He the Exalted said: [Al-Mujadila 58:22] the verse. As for being kind to them and doing good to them, if they have not fought the Muslims, nor expelled them from their homes, nor supported their expulsion, it is a matter of reciprocity and returning a favor, and it is not a matter of loving them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
Q2: Allah the Mighty and Majestic says:
Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly.

O you who have believed, do not take My enemies and your enemies as allies
