The second question of Fatwa No. ( 8487 ):
Q2: Is it permissible for us to consider the women who are clothed yet naked to be disbelievers based on the saying of the Prophet (peace and blessings be upon him):
they will not enter the Garden and they will not find its scent
لا يدخلن الجنة ولا يجدن ريحها...A2: One who considers that it is permissible for them to do so, after the ruling has been clarified and explained to them, is a disbeliever. As for the one who does not consider it permissible, but goes out clothed yet naked, she is not a disbeliever, but she is committing a major sin among the major sins. It is obligatory for her to abandon it and repent to Allah, so that perhaps Allah may forgive her. If she dies in that state without repenting, she is under the will of Allah, like the other people of sins; for Allah Mighty and Majestic said:
Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He wills
إِنَّ اللَّهَ لاَ يَغْفِرُ أَنْ يُشْرَكَ بِهِ وَيَغْفِرُ مَا دُونَ ذَلِكَ لِمَنْ يَشَاءُ
