The questioner says: I am asking about the meaning of the hadith in which the Prophet (peace and blessings be upon him) said:
Women who are clothed yet naked, inclining and causing others to incline, their heads like the humps of camels that lean to one sideنساء كاسيات عاريات مائلات مميلات رءوسهن كأسنمة البخت المائلة

Answer:
This is an authentic hadith narrated by Muslim in his Sahih from the Prophet (peace and blessings be upon him), who said:
Two categories I have not seen: men with whips in their hands striking people with them—meaning: unjustly—and women who are clothed yet naked, inclining and causing others to incline, their heads like the humps of camels that lean to one side; they will not enter Paradise and will not even smell its scentصنفان لم أرهما رجال بأيديهم سياط يضربون بها الناس -يعني: ظلمًا- ونساء كاسيات عاريات مائلات مميلات، رءوسهن مثل أسنمة البخت المائلة لا يدخلن الجنة ولا يجدن ريحها

These two categories, according to the scholars:
The first category: the oppressors who strike people without right.
And the second: women who are clothed in name but naked in reality, either because their garments are thin or short, a name for clothing without the reality, inclining away from guidance, modesty, and obedience toward lewdness and fornication, and inclining others to do the same.
Their heads would be like the humps of the bukht camel inclined to one sideرءوسهن كأسنمة البخت المائلة
