The seventh question of Fatwa No. ( 6899 ):
Q7: A Muslim man and woman, but they refused prayer and fasting and other rituals of Allah, is it permissible to deal with them as Muslims, for example, for a Muslim to eat with them and the like, or not?
A7: If the state of this person is as you described, namely refusing prayer and fasting and other rituals of Islam, then he is a disbeliever with a disbelief that takes him out of Islam, according to the correct of the scholars' opinions. He is given three days to repent; if he repents, praise be to Allah, otherwise the one in authority over the Muslims must carry out what the Shari'ah obligates regarding the killing of apostates. It is not permissible for Muslims to show loyalty to him, visit him, or do the like, except to advise him, guide him, and admonish him, in the hope that he will repent to Allah (Glorified and Exalted is He). And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
