The fifth question of Fatwa No. ( 9220 ):
Q5: What is the ruling in the religion regarding a man who took hold of the noble Mushaf and then began tearing its pages one after another, knowing that it was a Mushaf, and another person standing next to him told him that it was a Mushaf? And what about a man who extinguished his cigarette in the Mushaf?
A5: Both of them are disbelievers by their actions, due to their mockery of the Book of Allah the Exalted and their insult to it. They are judged as the mockers are judged, based on the saying of Allah the Exalted:[At-Tawbah 9:65-66] . And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

(66) Make no excuse; you have disbelieved after your belief. If We pardon one faction of you - We will punish another faction because they were criminals.
قُلْ أَبِاللَّهِ وَآيَاتِهِ وَرَسُولِهِ كُنْتُمْ تَسْتَهْزِئُونَ (65) لاَ تَعْتَذِرُوا قَدْ كَفَرْتُمْ بَعْدَ إِيمَانِكُمْ
