Q3: There is the grave of a close friend of Allah where an animal is slaughtered every year with the intention of making supplication and giving charity for the deceased, and then seeking nearness to Allah through the people of the graves to bring down rain. These are ignorant Muslims who do not know the ruling on this, or they ignore it. We ask you to issue a ruling on this as well.
A3: What you mentioned regarding slaughtering at the grave of a close friend of Allah is shirk (associating partners with Allah), and seeking nearness to Allah through him requires detailed explanation. If they seek nearness to Allah through their supplication, calling for aid from them, and asking them to bring down rain or the like, then this is major shirk. However, asking Allah through them, or through their status and their right, which some people call tawassul (seeking nearness to Allah through a means), is a religious innovation (bid'ah) that is not permissible and is one of the means to shirk. What is prescribed for the believer is to ask Allah (Glorified and Exalted is He) by His beautiful names and attributes, or by His oneness, or by righteous deeds. It is obligatory for the one in authority to call to repentance those known for major shirk; if they repent, well and good, otherwise they are to be killed. This is based on the saying of the Prophet (peace and blessings be upon him):
Whoever changes his religion, execute him.من بدّل دينه فاقتلوه
