Specifying Certain Surahs of the Qur'an and Naming Them the Saving Surahs

The first question of Fatwa No. ( 1260 ):
Q1: Some students of the Dar al-Hadith in al-Madinah al-Munawwarah brought me a copy titled: The Saving Surahs. It contains Surat al-Kahf, al-Sajdah, Yusuf, Fussilat, al-Dukhan, al-Waqi'ah, al-Hashr, and al-Mulk. It was mentioned that many copies of it were distributed in the Haram of Makkah and al-Madinah and elsewhere. Is there any evidence for specifying them with this description and naming them by this name?
Vol. 1: The Qur'an, all of its chapters and verses, is a healing for what is in the breasts, a guidance and mercy for the believers, and a salvation for whoever holds fast to it and follows its guidance from disbelief, misguidance, and painful punishment. The Messenger of Allah (peace and blessings be upon him) clarified, through his words, deeds, and approval, the permissibility of ruqyah (healing by Qur'anic recitation). It is not established from him (peace and blessings be upon him) that he singled out these eight chapters as being described or named "the salvific ones." Rather, it is established that he used to seek protection for himself with the three chapters of protection:
Say, "He is Allah, [who is] One,
قُلْ هُوَ اللَّهُ أَحَدٌSay, "I seek refuge in the Lord of daybreak
قُلْ أَعُوذُ بِرَبِّ الْفَلَقِSay, "I seek refuge in the Lord of mankind,
قُلْ أَعُوذُ بِرَبِّ النَّاسِhe could of his body. Abu Sa'id (may Allah be pleased with him) performed ruqyah with the Opening of the Book (Surat al-Fatihah) for a chief of the disbelievers who had been bitten, and he was cured by the permission of Allah. The Prophet (peace and blessings be upon him) approved of this and affirmed the recitation of (Ayat al-Kursi) when going to sleep, stating that whoever recites it, no Shaytan will approach him that night. Therefore, whoever singles out the chapters mentioned in the question as "the salvific ones" is an ignorant innovator. And whoever collects them in this order, independent of the other chapters of the Qur'an, hoping for salvation, protection, or seeking blessing from them, has done wrong and disobeyed; for he has contradicted the order of the Uthmanic Mushaf upon which the Companions (may Allah be pleased with them) agreed, and he has neglected most of the Qur'an while singling out a part of it with what the Messenger of Allah (peace and blessings be upon him) and none of his Companions singled out. Accordingly, it is obligatory to prevent this practice and to destroy what has been printed of these copies, in order to deny the wrong and remove it. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
