The fourth question of Fatwa No. ( 8885 ):
Q4: The surahs of the Noble Qur'an begin with: (In the name of Allah, the Most Gracious, the Most Merciful) in each of them, and why did not Surah al-Tawbah begin with (In the name of Allah, the Most Gracious, the Most Merciful)? And what is the reason for the revelation of that surah?
Vol. 4: The reason the basmalah is not mentioned at the beginning of Surat al-Tawbah is that the Companions (may Allah be pleased with them) did not write it at its beginning in the Imam's mushaf, following the example of the Commander of the Faithful, 'Uthman ibn 'Affan (may Allah be pleased with him). Al-Tirmidhi reported in his Sunan, through his chain, from Ibn 'Abbas (may Allah be pleased with them both), who said: I said to 'Uthman ibn 'Affan : . As for when Surat al-Bara'ah was revealed, Ibn Kathir mentioned in his tafsir that the beginning of this surah was revealed to the Messenger of Allah (peace and blessings be upon him) when he returned from the expedition of Tabuk and intended to perform Hajj. He then mentioned that the polytheists would attend their season that year as was their custom, and that they would circumambulate the House naked. He disliked mixing with them and sent Abu Bakr al-Siddiq (may Allah be pleased with him) as the leader of the Hajj that year to establish the rites for the people and to inform the polytheists that they should not perform Hajj after their year, and to announce to the people [At-Tawbah 9:1] , as it was also revealed

(Al-Anfal) was among the first things revealed in Madinah, and (Al-Bara'ah) was among the last of the Qur'an, and its story was similar to its story, so I thought it was part of it. The Messenger of Allah (peace and blessings be upon him) passed away and did not clarify to us that it was part of it. For that reason, I joined them together and did not write the line (In the name of Allah, the Most Gracious, the Most Merciful) between them, and I placed them in the Seven Long Surahs.
ما حملكم أن عمدتم إلى (الأنفال) وهي من المثاني وإلى (براءة) وهي من المئين فقرنتم بينهما ولم تكتبوا بينهما سطر (بسم الله الرحمن الرحيم)، ووضعتموها في السبع الطوال، ما حملكم على ذلك؟ فقال عثمان : كان رسول الله صلى الله عليه وسلم مما يأتي عليه الزمان وهو تنزل عليه السور ذوات العدد، فكان إذا نزل عليه شيء دعا بعض من كان يكتب فيقول: ضعوا هؤلاء الآيات في السورة التي يذكر فيها كذا وكذا، وإذا نزلت عليه الآية فيقول: ضعوا هذه الآية في السورة التي يذكر فيها كذا وكذا، وكانت (الأنفال) من أوائل ما أنزلت بالمدينة، وكانت (براءة) من آخر القرآن، وكانت قصتها شبيهة بقصتها، فظننت أنها منها، فقبض رسول الله صلى الله عليه وسلم ولم يبين لنا أنها منها، فمن أجل ذلك قرنت بينهما، ولم أكتب بينهما سطر (بسم الله الرحمن الرحيم) فوضعتها في السبع الطوال[This is a declaration of] disassociation, from Allah and His Messenger
بَرَاءَةٌ مِنَ اللَّهِ وَرَسُولِهِregarding the hypocrites; as an exposure of them and a revelation of their secrets. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
