Questions fourteen, fifteen, and sixteen from Fatwa number ( 1883 ):
Q14: He said: Is it that Hellfire ceases, and that the first pleasure of Paradise is of the nature of metaphor and hyperbole? Q15: He claimed that the disbeliever comes out of Hellfire?
A14, 15: Numerous proofs from the Book and the Sunnah have established that Hellfire does not cease, and that the disbelievers are made eternal in Hellfire, and that they do not come out of it. Allah the Exalted said:
That is because you took the verses of Allah in ridicule, and worldly life deluded you." So that Day they will not be removed from it, nor will they be asked to appease [Allah].ذَلِكُمْ بِأَنَّكُمُ اتَّخَذْتُمْ آيَاتِ اللَّهِ هُزُوًا وَغَرَّتْكُمُ الْحَيَاةُ الدُّنْيَا فَالْيَوْمَ لاَ يُخْرَجُونَ مِنْهَا وَلاَ هُمْ يُسْتَعْتَبُونَ
[Al-Jathiyah 45:35]
, and He said:
Indeed, those who disbelieve in Our verses - We will drive them into a Fire. Every time their skins are roasted through We will replace them with other skins so they may taste the punishmentإِنَّ الَّذِينَ كَفَرُوا بِآيَاتِنَا سَوْفَ نُصْلِيهِمْ نَارًا كُلَّمَا نَضِجَتْ جُلُودُهُمْ بَدَّلْنَاهُمْ جُلُودًا غَيْرَهَا لِيَذُوقُوا الْعَذَابَ
[An-Nisa 4:56]
, and He said:
and whoever He sends astray - you will never find for them protectors besides Him, and We will gather them on the Day of Resurrection [fallen] on their faces - blind, dumb and deaf. Their refuge is Hell; every time it subsides We increase them in blazing fire. (98) That is their recompense because they disbelieved in Our verses and said, "When we are bones and crumbled particles, will we [truly] be resurrected [in] a new creation?"وَمَنْ يُضْلِلْ فَلَنْ تَجِدَ لَهُمْ أَوْلِيَاءَ مِنْ دُونِهِ وَنَحْشُرُهُمْ يَوْمَ الْقِيَامَةِ عَلَى وُجُوهِهِمْ عُمْيًا وَبُكْمًا وَصُمًّا مَأْوَاهُمْ جَهَنَّمُ كُلَّمَا خَبَتْ زِدْنَاهُمْ سَعِيرًا (97) ذَلِكَ جَزَاؤُهُمْ بِأَنَّهُمْ كَفَرُوا بِآيَاتِنَا وَقَالُوا أَإِذَا كُنَّا عِظَامًا وَرُفَاتًا أَإِنَّا لَمَبْعُوثُونَ خَلْقًا جَدِيدًا
[Al-Isra 17:97-98]
and He said:
But the ones who disbelieved and denied Our verses - those are the companions of the Fire, abiding eternally therein; and wretched is the destination.وَالَّذِينَ كَفَرُوا وَكَذَّبُوا بِآيَاتِنَا أُولَئِكَ أَصْحَابُ النَّارِ خَالِدِينَ فِيهَا وَبِئْسَ الْمَصِيرُ
[At-Taghabun 64:10]

, and He said:
And whoever disobeys Allah and His Messenger - then indeed, for him is the fire of Hell; they will abide therein forever.وَمَنْ يَعْصِ اللَّهَ وَرَسُولَهُ فَإِنَّ لَهُ نَارَ جَهَنَّمَ خَالِدِينَ فِيهَا أَبَدًا
[Al-Jinn 72:23]
, and He said:
(74) Indeed, the criminals will be in the punishment of Hell, abiding eternally. (75) It will not be allowed to subside for them, and they, therein, are in despair. (76) And We did not wrong them, but it was they who were the wrongdoers. (77) And they will call, "O Malik, let your Lord put an end to us!" He will say, "Indeed, you will remain." (78) We had certainly brought you the truth, but most of you, to the truth, were averse.إِنَّ الْمُجْرِمِينَ فِي عَذَابِ جَهَنَّمَ خَالِدُونَ (74) لاَ يُفَتَّرُ عَنْهُمْ وَهُمْ فِيهِ مُبْلِسُونَ (75) وَمَا ظَلَمْنَاهُمْ وَلَكِنْ كَانُوا هُمُ الظَّالِمِينَ (76) وَنَادَوْا يَا مَالِكُ لِيَقْضِ عَلَيْنَا رَبُّكَ قَالَ إِنَّكُمْ مَاكِثُونَ (77) لَقَدْ جِئْنَاكُمْ بِالْحَقِّ وَلَكِنَّ أَكْثَرَكُمْ لِلْحَقِّ كَارِهُونَ
[Az-Zukhruf 43:74-78]
, and He said:
And [yet], among the people are those who take other than Allah as equals [to Him]. They love them as they [should] love Allah. But those who believe are stronger in love for Allah. And if only they who have wronged would consider [that] when they see the punishment, [they will be certain] that all power belongs to Allah and that Allah is severe in punishment.وَمِنَ النَّاسِ مَنْ يَتَّخِذُ مِنْ دُونِ اللَّهِ أَنْدَادًا يُحِبُّونَهُمْ كَحُبِّ اللَّهِ وَالَّذِينَ آمَنُوا أَشَدُّ حُبًّا لِلَّهِ وَلَوْ يَرَى الَّذِينَ ظَلَمُوا إِذْ يَرَوْنَ الْعَذَابَ أَنَّ الْقُوَّةَ لِلَّهِ جَمِيعًا وَأَنَّ اللَّهَ شَدِيدُ الْعَذَابِ
[Al-Baqarah 2:165]
, until He said:
Thus will Allah show them their deeds as regrets upon them. And they are never to emerge from the Fire.كَذَلِكَ يُرِيهِمُ اللَّهُ أَعْمَالَهُمْ حَسَرَاتٍ عَلَيْهِمْ وَمَا هُمْ بِخَارِجِينَ مِنَ النَّارِ
[Al-Baqarah 2:167]
, and He said:
(40) Indeed, those who deny Our verses and are arrogant toward them - the gates of Heaven will not be opened for them, nor will they enter Paradise until a camel enters into the eye of a needle. And thus do We recompense the criminals. (41) They will have from Hell a bed and over them coverings [of fire]. And thus do We recompense the wrongdoers.إِنَّ الَّذِينَ كَذَّبُوا بِآيَاتِنَا وَاسْتَكْبَرُوا عَنْهَا لاَ تُفَتَّحُ لَهُمْ أَبْوَابُ السَّمَاءِ وَلاَ يَدْخُلُونَ الْجَنَّةَ حَتَّى يَلِجَ الْجَمَلُ فِي سَمِّ الْخِيَاطِ وَكَذَلِكَ نَجْزِي الْمُجْرِمِينَ (40) لَهُمْ مِنْ جَهَنَّمَ مِهَادٌ وَمِنْ فَوْقِهِمْ غَوَاشٍ وَكَذَلِكَ نَجْزِي الظَّالِمِينَ
[Al-A'raf 7:40-41]
, and He said:
(36) And for those who disbelieve will be the fire of Hell. [Death] is not decreed for them so they may die, nor will its torment be lightened for them. Thus do we recompense every ungrateful one. (37) And they will cry out therein, "Our Lord, remove us; we will do righteousness - other than what we were doing!" But did We not grant you life enough for whoever would remember therein to remember, and the warner had come to you? So taste [the punishment], for there is not for the wrongdoers any helper.وَالَّذِينَ كَفَرُوا لَهُمْ نَارُ جَهَنَّمَ لاَ يُقْضَى عَلَيْهِمْ فَيَمُوتُوا وَلاَ يُخَفَّفُ عَنْهُمْ مِنْ عَذَابِهَا كَذَلِكَ نَجْزِي كُلَّ كَفُورٍ (36) وَهُمْ يَصْطَرِخُونَ فِيهَا رَبَّنَا أَخْرِجْنَا نَعْمَلْ صَالِحًا غَيْرَ الَّذِي كُنَّا نَعْمَلُ أَوَلَمْ نُعَمِّرْكُمْ مَا يَتَذَكَّرُ فِيهِ مَنْ تَذَكَّرَ وَجَاءَكُمُ النَّذِيرُ فَذُوقُوا فَمَا لِلظَّالِمِينَ مِنْ نَصِيرٍ
[Fatir 35:36-37]

, and He said:
(21) Indeed, Hell has been lying in wait (22) For the transgressors, a place of return,إِنَّ جَهَنَّمَ كَانَتْ مِرْصَادًا (21) لِلطَّاغِينَ مَآبًا
[An-Naba 78:21-22]
, until He said:
"So taste [the penalty], and never will We increase you except in torment."فَذُوقُوا فَلَنْ نَـزِيدَكُمْ إِلا عَذَابًا
[An-Naba 78:30]
, and so on from the verses, each of which indicates the eternal abode of the disbelievers in Hellfire, their not coming out of it, and its not ceasing. When they are gathered together, their indication of this is stronger and further removed from figurative interpretation. As for Paradise, it is the abode of reward on the Day of Resurrection for those who believed and did righteous deeds. In it is the pleasure that souls desire and eyes delight in. In it is that which no eye has seen, no ear has heard, and no human heart has conceived. Those who enter it enjoy it with a real, sensory, and spiritual enjoyment, and they live therein an eternal, secure life. There is no cessation, no coming out of it, no interruption of its pleasure, no bitterness, and no distress, by the definitive texts and the consensus of the scholars of knowledge and faith. Allah the Exalted said:
The example of Paradise, which the righteous have been promised, is [that] beneath it rivers flow. Its fruit is lasting, and its shade. That is the consequence for the righteous, and the consequence for the disbelievers is the Fire.مَثَلُ الْجَنَّةِ الَّتِي وُعِدَ الْمُتَّقُونَ تَجْرِي مِنْ تَحْتِهَا الأَنْهَارُ أُكُلُهَا دَائِمٌ وَظِلُّهَا تِلْكَ عُقْبَى الَّذِينَ اتَّقَوْا وَعُقْبَى الْكَافِرِينَ النَّارُ
[Ar-Ra'd 13:35]
, and He the Exalted said:
(45) Indeed, the righteous will be within gardens and springs. (46) [Having been told], "Enter it in peace, safe [and secure]." (47) And We will remove whatever is in their breasts of resentment, [so they will be] brothers, on thrones facing each other. (48) No fatigue will touch them therein, nor from it will they [ever] be removed.إِنَّ الْمُتَّقِينَ فِي جَنَّاتٍ وَعُيُونٍ (45) ادْخُلُوهَا بِسَلامٍ آمِنِينَ (46) وَنَـزَعْنَا مَا فِي صُدُورِهِمْ مِنْ غِلٍّ إِخْوَانًا عَلَى سُرُرٍ مُتَقَابِلِينَ (47) لاَ يَمَسُّهُمْ فِيهَا نَصَبٌ وَمَا هُمْ مِنْهَا بِمُخْرَجِينَ
[Al-Hijr 15:45-48]

, and He the Exalted said:
(49) This is a reminder. And indeed, for the righteous is a good place of return (50) Gardens of perpetual residence, whose doors will be opened to them. (51) Reclining within them, they will call therein for abundant fruit and drink. (52) And with them will be women limiting [their] glances and of equal age. (53) This is what you, [the righteous], are promised for the Day of Account. (54) Indeed, this is Our provision; for it there is no depletion.هَذَا ذِكْرٌ وَإِنَّ لِلْمُتَّقِينَ لَحُسْنَ مَآبٍ (49) جَنَّاتِ عَدْنٍ مُفَتَّحَةً لَهُمُ الأَبْوَابُ (50) مُتَّكِئِينَ فِيهَا يَدْعُونَ فِيهَا بِفَاكِهَةٍ كَثِيرَةٍ وَشَرَابٍ (51) وَعِنْدَهُمْ قَاصِرَاتُ الطَّرْفِ أَتْرَابٌ (52) هَذَا مَا تُوعَدُونَ لِيَوْمِ الْحِسَابِ (53) إِنَّ هَذَا لَرِزْقُنَا مَا لَهُ مِنْ نَفَادٍ
[Sad 38:49-54]
, and He the Exalted said:
(67) Close friends, that Day, will be enemies to each other, except for the righteous (68) [To whom Allah will say], "O My servants, no fear will there be concerning you this Day, nor will you grieve, (69) [You] who believed in Our verses and were Muslims. (70) Enter Paradise, you and your kinds, delighted." (71) Circulated among them will be plates and vessels of gold. And therein is whatever the souls desire and [what] delights the eyes, and you will abide therein eternally. (72) And that is Paradise which you are made to inherit for what you used to do. (73) For you therein is much fruit from which you will eat.الأَخِلاءُ يَوْمَئِذٍ بَعْضُهُمْ لِبَعْضٍ عَدُوٌّ إِلا الْمُتَّقِينَ (67) يَا عِبَادِي لاَ خَوْفٌ عَلَيْكُمُ الْيَوْمَ وَلاَ أَنْتُمْ تَحْزَنُونَ (68) الَّذِينَ آمَنُوا بِآيَاتِنَا وَكَانُوا مُسْلِمِينَ (69) ادْخُلُوا الْجَنَّةَ أَنْتُمْ وَأَزْوَاجُكُمْ تُحْبَرُونَ (70) يُطَافُ عَلَيْهِمْ بِصِحَافٍ مِنْ ذَهَبٍ وَأَكْوَابٍ وَفِيهَا مَا تَشْتَهِيهِ الأَنْفُسُ وَتَلَذُّ الأَعْيُنُ وَأَنْتُمْ فِيهَا خَالِدُونَ (71) وَتِلْكَ الْجَنَّةُ الَّتِي أُورِثْتُمُوهَا بِمَا كُنْتُمْ تَعْمَلُونَ (72) لَكُمْ فِيهَا فَاكِهَةٌ كَثِيرَةٌ مِنْهَا تَأْكُلُونَ
[Az-Zukhruf 43:67-73]
, and He the Exalted said:
And as for those who were [destined to be] prosperous, they will be in Paradise, abiding therein as long as the heavens and the earth endure, except what your Lord should will - a bestowal uninterrupted.وَأَمَّا الَّذِينَ سُعِدُوا فَفِي الْجَنَّةِ خَالِدِينَ فِيهَا مَا دَامَتِ السَّمَاوَاتُ وَالأَرْضُ إِلا مَا شَاءَ رَبُّكَ عَطَاءً غَيْرَ مَجْذُوذٍ

, meaning by the exception: the duration that Allah willed that you not be in Paradise before entering it. Therefore, He concluded the verse with His saying:
a bestowal uninterrupted.عَطَاءً غَيْرَ مَجْذُوذٍ

to affirm the permanence of its pleasure, which is enjoyed by whoever succeeds in entering it. Its counterpart is the exception in Surat al-Dukhan, where He the Exalted said:
(51) Indeed, the righteous will be in a secure place; (52) Within gardens and springs, (53) Wearing [garments of] fine silk and brocade, facing each other. (54) Thus. And We will marry them to fair women with large, [beautiful] eyes. (55) They will call therein for every [kind of] fruit - safe and secure. (56) They will not taste death therein except the first death, and He will have protected them from the punishment of Hellfire (57) As bounty from your Lord. That is what is the great attainment.إِنَّ الْمُتَّقِينَ فِي مَقَامٍ أَمِينٍ (51) فِي جَنَّاتٍ وَعُيُونٍ (52) يَلْبَسُونَ مِنْ سُنْدُسٍ وَإِسْتَبْرَقٍ مُتَقَابِلِينَ (53) كَذَلِكَ وَزَوَّجْنَاهُمْ بِحُورٍ عِينٍ (54) يَدْعُونَ فِيهَا بِكُلِّ فَاكِهَةٍ آمِنِينَ (55) لاَ يَذُوقُونَ فِيهَا الْمَوْتَ إِلا الْمَوْتَةَ الأُولَى وَوَقَاهُمْ عَذَابَ الْجَحِيمِ (56) فَضْلا مِنْ رَبِّكَ ذَلِكَ هُوَ الْفَوْزُ الْعَظِيمُ
[Ad-Dukhan 44:51-57]

, so He excepted a prior death from a negated future death to convey the eternity of life and affirm its permanence. Or the intended meaning of the exception is to clarify the comprehensiveness of Allah's will and its effectiveness in everything. Thus, the entry of the people of Paradise into Paradise and the people of Hellfire into Hellfire, and the eternity of each of the two groups in what they entered of pleasure or punishment, was only by the will, choice, grace, and justice of Allah. It is not obligatory upon Him by reason, nor does it occur against His will, nor by compulsion. Exalted is He above that by a great elevation. It is established in the Sunnah that the Prophet (peace and blessings be upon him) said:
There would be an announcer (in Paradise) who would make this announcement: Verily I there is in store for you (everlasting) health and that you should never fall ill and that you live (for ever) and do not die at all. And that you would remain young and never grow old. And that you would always live in affluent circumstances and never become destituteينادي منادٍ: يا أهل الجنة إن لكم أن تصحوا فلا تسقموا أبدًا، وإن لكم أن تحيوا فلا تموتوا أبدًا، وإن لكم أن تشبوا فلا تهرموا أبدًا، وإن لكم أن تنعموا فلا تبئسوا أبدًا
Sahih Muslim 2837
. Narrated by Muslim, and it is also established from the Prophet (peace and blessings be upon him) that he said:
Death would be brought on the Day of Resurrection. in the form of a white-coloured ram.يجاء بالموت يوم القيامة كأنه كبش أملح

... until he said:
Then command would be given for slaughtering that and then it would be said: 0 inmates of Paradise,, there is an everlasting life for you and no death. And then (addressing) to the inmates of the Hell-Fire, it would be said: 0 inmates of Hell-Fire, there is an everlasting living for you and no death.فيؤمر به فيذبح ثم يقال: يا أهل الجنة، خلود فلا موت، ويا أهل النار، خلود فلا موت

... etc., narrated by Muslim in his Sahih. And He the Exalted affirmed the eternity of Paradise and Hellfire and their perpetuity, and the eternity of the believers in Paradise and the disbelievers in Hellfire in many verses of the Qur'an. And the established Sunnah from the Prophet (peace and blessings be upon him) detailed this in a manner that leaves no room for doubt about its reality and no room for
figurative interpretation of the explicit texts. So whoever doubts in it or interprets it figuratively has followed his desire and distorted the words from their places, and he is among the disbelievers.
